  • The non-profit organization of economic aid for students has its registered office in Innsbruck, str. Furstenweg nr. 174, and is represented by a board of directors appointed for four years.

2) Principles of administration of student dormitories:

  • Promotion of cultural, sports, political activities but also the promotion of communication conditions between the inhabitants of the dormitories.
  • Assistance of the inhabitants of the dormitories by providing accommodation and facilities in the best and cheapest conditions. The proceeds from the operation of WIST’s dormitories and secondary enterprises are used for the purposes of the 3 association statutes. According to the existing funds of the association, students do not have to bear the costs in full, so a legal claim cannot be derived from this WIST availability.
  • Free activity of the elected club officials.
  • Management and operation of housing in accordance with the principles of economy.

3) Principles of use of dorms:

  • The rules of dormitories (according to the law of student dormitories):
    As part of this statute, the representative of the dormitories will draw up a dormitory order, which will be adopted by the WIST after consultation. These rules are binding on all residents after a resolution has been passed by the dormitory representative in charge of the student dormitories law. Obligations that go beyond the law on student housing cannot be imposed by WIST through the rules of dormitories. In particular, the user charge may not be regulated in the rules of dormitories. Public fees and fees related to the user agreement must be borne by the resident and cannot be transferred to WIST.
  • Company during the summer :
    If a student residence is run as an accommodation unit according to Section 10 of the Student Dormitories Act, then the place of residence is available from June 30 to September 30. If a replacement is desired (10 section 4 of the law on student dormitories) for this period must be requested in writing by June 15. In July, August and September, if the seat is vacant, no fee is paid for use.  The agreed use fee must be paid for the allotted replacement place.
  • The staff:
    WIST employees carry out their work during the working hours specified by WIST and cannot be used by residents of dormitories for personal services. Employees must be given access to all rooms in accordance with the provisions of the Student Housing Act. Cleaning work, including preparatory work and controls, is carried out during the working hours of WIST employees. Rooms requiring work will be informed in a timely manner of any change and repair. As regards the Common Chambers, these provisions shall apply mutatis mutandis to the Community of origin.
  • Usage fee:The user fee is set in advance for one year of study in accordance with Section 13 of the Student Housing Act. However, WIST declares its willingness to bear the costs of setting up association fund houses and the costs of repaying loans on student dormitories on the basis of the support received (grants, donations) WIST cannot derive a legal application. Maintenance costs (such as repairs) can be found in operating cost situations, which can be viewed by authorized WIST representatives.
  • Bail:
    WIST has the right to collect a deposit as a guarantee, the amount of which is determined by the management of the association through which the representative is entitled to advice. The student should be informed in a timely manner about the growth of the warehouse. The security must be paid immediately after the approval of the place in the student dorm, and expires if after the allocation of the space it is not occupied without payment of a use fee by a specified date. Bail will be refunded – less any retention for damages, arrears or subsequent cleanings – to the resident’s account within 6 weeks of the conclusion of the user contract. 
  • The following principles must be observed for the use of manholes:
  1. The rights and obligations of residents are governed in accordance with § 15 paragraph 1 Zif.6 as bedroom in other legislations that cannot be replaced by the order of origin. Such provisions can be found, inter alia, in the following areas: act of registration, Regulation on noise pollution in the capital of the province of Innsbruck of July 26, 1973, editions of the regulations of construction and fire police fire the rules of fire prevention, as well as the behavior in the case of fire regulations of the Labor Inspectorate and the authority of commerce, the legislation on detention events, tax laws, Law VIII introductory to the administration of the Law, Broadcasting Law, Data Protection Act.
  2. Wist is not responsible for things brought by residents from home or their guests.
  3. The parking of vehicles and objects is done at your own risk and only in the spaces announced by Wist between October 1 and June 30. According to the existing possibilities, an alternative parking space may be offered for the period of July 1 and September 30, for an extension of the contract. Intermediate storage and parking is done at your own risk. It is allowed to park only special vehicles.
  4. Keeping pets is not allowed.
  5. Damages must be reported to the dormitory management.      A resident who does not file a claim with the existing damages upon entering the room cannot prove, if the damage already existed in the room. Residents are liable for damage to the room under the contract of use, regardless of whether the injury was caused by them or by third parties. If damage occurs in common areas, the home representative shall be liable within the scope of his budget, unless the person who caused it can be found.
  6. Ads or information from WIST are posted on the billboard inside each home. Suitable places are provided for information from students and the representative of the dormitory.
  7. Common areas are generally available free of charge to the home community in accordance with their respective purpose. Without prejudice to this right, WIST reserves the right to transmit these rooms to friendly organizations for events on a case-by-case basis. The use of common areas by non-residents is strictly prohibited. A responsible person must be nominated for all events, which must ensure proper implementation and report any damage that has occurred to the WIST secretariat, specifying the person responsible. If the organizer has been appointed by WIST, the representative of the dormitory does not accept any liability.
  8. All bedroom rooms serve as common facilities for students (in bedrooms with hotel operations from October 1 to July 1). This rule does not apply to student rooms, care suites, offices, storage rooms and technical rooms, staff rooms, guest suites, quota suites and dining rooms. According to the status of dormitory, residents can dispose of the community facilities with an agreement between the representative of the dormitory and the WIST (director general). Residents are not allowed to provide or use student rooms, shared rooms, parking spaces, furniture or other facilities belonging to the dwelling.
  9. When handing over the place in the dorm, the student receives the necessary key, which remains the property of WIST. If the key is lost, the cylinder of the relevant door will be replaced at the student’s expense for security reasons.
  10. WIST grants all rights to the resident within the meaning of Section 6 of the Student Housing Act, in particular in relation to Section 6 (1) (3) (visits of non-residents) as outlined in the Innsbruck State Capital Noise Control Ordinance of 26 July 1973.
  11. A visitor may not have a place of residence in the dormitory and is subject to the provisions of the statute and the rules of the home. The visitor is responsible for compliance with the above provisions.
  12. Changes made by the student to the furniture or equipment of the dormitory can be made only so that they can be restored to the previous state at no cost. By moving furniture to the rooms, cleaning and repair work should not be prevented.
  13. When handing over the place in the fireplace, the initial condition of the room must be restored (see the inventory list) and private furniture must be removed. If the eviction is not properly carried out by the resident, WIST will carry out the eviction at the expense of the resident without further notice. Private furniture is stored at the expense of the dorm at the student’s own risk.
  14. If the objects are left behind in the students’ room or in other rooms and common spaces, after the conclusion of the contract, the owner will be asked to send these items within 2 months from the letter sent to the last address given or, if the owner is unknown, to the information committee of the student dormitory. During the retention period, the dormitory administration does not accept any liability for items lagging behind.
  15. With the exception of small devices, which are usually used in a household, the connection of electrical devices by residents is possible only with the prior consent of WIST against separate billing, taking into account the safety regulations for existing pantographs from the innsbruck municipal utility. Particular attention should be paid to the connected level of charge of the devices. These provisions shall apply mutatis mutandis in the common areas and the ownership of the management of the home within them.

4) Principles for the allocation of vacancies in the dormitory.

Vacant seats in the dwelling are allocated in accordance with Section 11 of the Student Housing Act by the WIST’s responsible association bodies in accordance with the criteria of social need, whereby children from employees, new students and those receiving study grants have preference. Admission as a regular resident is possible only at the beginning of the winter semester if the admission criteria are met; at other times or if the admission criteria are not met, dormitories are allocated as a guest place for an academic year in accordance with Section 5a of the Student Housing Act. New applications for the next academic year must be sent in writing to the WIST Secretariat. Applications for further stay must also be submitted in writing to the WIST Secretariat, with proof of the success of the study; a successful positive study is a necessary condition for the extension of the dorm contract. A successful study course is considered to exist if the minimum duration of the course is not exceeded, plus the semester of tolerance, which is decisive to receive study grants. The appointment is announced by a notification, in both cases personal delivery is possible. To the extent that there are quota agreements with third parties authorised to instruct, applications may also be submitted there.

 5) General findings:

  • The status of dormitory is based on the assumption that all officials and employees of the owner of the house and all officials of the representative of the house are generally interested in the common approach and not in a bureaucratic, formalistic procedure.
  • A new student status of the dormitory can be issued only on October 1 of each academic year after proper consultation with the representative of the house. The rules of the home within the framework of this status of origin will be taken by students until November 30 after the entry into force of a new home status, whereby the owner of the dormitory must be listened to in advance. (§ 16 Student Housing Act). The home regulations and the rules of the home shall apply for an indefinite period of time.
  • The WIST bureau shall immediately announce the names and addresses of the elected officials in writing after the election of its bodies. Until such a notice is received by the WIST Secretariat, the resident who previously acted as a representative of the body is considered authorized to represent the dwelling.
  • To the extent that participation rights of the home representative or of the president of the home representative are provided, the following delivery regulations shall enter into force, which may not be amended by the rules of origin: notified of the date of the cargo. The chairman of the dorm representative or his deputy shall be the responsibility of the other members of the dorm representative. The right to be heard is satisfied if, after appropriate summoning, the representatives of the owner of the house are present at the time and place specified in the invitation. A non-appearance of the representatives of the hostel must be represented by them and does not prevent the continuation of the procedure. Between 1 July and 30 September, invitations to the home representative or the president of the home representative or his deputy can only be made if the WIST pays the travel expenses within the framework of the normal student fares in Austria. In any case, appointments during this time should be made only in exceptional cases.

THE ORDER OF THE DORMITORY

HO is based on the dormitory status of WIST Innsbruck and the Law on Student Housing BGBl. 291/1986 as amended. BGBL. I No 24/1999.

  1. Bodies of representation of dormitories (§ 7 STHG):
    The home representation consists of the chairman and at least 3 members, who are each elected by secret, general and direct vote, with a simple majority by all residents for one year. The elected home representation is appointed until the constituent meeting of the new home committee. The date for the election and thus new appointment of the home replacement will be determined separately at the end of the respective summer semester. However, the election must be made no later than six weeks after the beginning of the winter semester. The chairmen of the home representations elect a spokesperson and a deputy of the home representatives every year. The election of the kitchen spokespersons takes place from the residents of the respective kitchen constituency. The representation of the dormitories consists of the president and at least 3 members, each elected for a year by secret, general and direct vote, with a simple majority by all residents. The chosen home representative shall be appointed until the meeting of the constitution of the new home committee. The date of the elections, and thus the new appointment of the hostel representative, is set separately at the end of the respective summer semester. However, the choice should be made no later than six weeks after the beginning of the winter semester. The chairpersons of the home representatives shall each year elect a speaker and a deputy of the home representatives. The kitchen spokesperson is chosen from among the residents of the constituency of that kitchen.
  2. Rights and obligations of residents:
    They result from the contract of use (period of notice, obligation to pay) and from the status of a hostel (in particular point 3.4 to 3.6. In connection with § 6 StHG).
  3. Behavior in case of fire:
    In the room there is an escape plan; In the corridors are installed instructions on the behavior in case of fire, there are electrical alarms and fire extinguishers. Sirens on individual floors serve as alarms. In their interest, each resident is obliged to get acquainted with these facilities.
  4. Living space:                                                                                Regarding the change or design of the living space, the provisions of 3.6. of the status of a home. The inventory takeover is confirmed by the resident in a separate inventory list. Any defects must be recorded on the occasion of such confirmation. Each resident is obliged to report any defects immediately after detection or to enter them in the repair book with the date. Each resident is obliged to periodically clean the living rooms and assigned kitchens. If this cleaning is not performed, WIST is responsible for the alternative cleaning, but may charge the costs for this from the resident in charge. To avoid permanent damage (mold formation) in bathrooms, bathrooms are completely cleaned by WIST staff at intervals of about 2 weeks (see the opinion table). Access to the room to carry out this work must be possible. Also, additional works that occur due to insufficient cleaning of the bathrooms will be charged. Residents need to bring their own linens and their own towels. Beds should not be used without bed linen. Images, posters and photographs must not be attached with hooks, nails or Tixo, existing devices for hanging may be used. If a room is left with Tixo stains or wallpapered walls when handing over the room, we must deduct the cost of repair from the warehouse.
  5. Ordinance for zygomo:                                                            The Magister of the City of Innsbruck has issued a regulation to prevent noise. According to this, noises of all kinds should be avoided on working days, between 12 and 15:00 and between 22:00 and 6:00 and Sundays and public holidays. In case of violations, notification may be made to the Department of Federal Police. Therefore, events in the home (holidays and in the context of small groups) must be reported to the secretariat before the start, with the appointment of a responsible person, and can only be carried out after approval.
  6. The stop (from residents) can only be placed on designated ad boards and must be related to home operations. Other attacks must be approved by WIST. If there is no such approval, the ad may be removed.
  7. Common facilities:
    The laundry can be washed and dried only in the rooms provided for this purpose (washing and drying devices work with coins).  Communal kitchens are available to all residents and are subject to self-administration of students. For each kitchen, a kitchen representative is selected, from which a mandatory kitchen program is drawn up (especially the disposal of waste). The kitchen service is carried out by users of the kitchen (2 people per week). With regard to the disposal of waste, we ask for special care (note the stop for the separation of waste). If the kitchen service is inadequate, WIST will take care of it, and the costs will be charged to the responsible kitchen service. It goes without saying that you remove your dishes; Tableware is owned by our staff and must be freed from the reimbursement of costs. With the exception of kitchenette rooms, cooking and food can only take place in kitchens. Xerox devices are available in Panorama, Adolf-Sollath-Dorm and Karwendel 1. Vending machines and table tennis are available. Private furniture can be configured only after consulting the management and must be removed when moving.
  8. Phone, Cable Television and Internet:
    Phone calls are billed monthly late for each connection to the room, twin cameras receive proof of individual calls. All rooms are equipped with cable TV. The use must be reported to the office, the settlement takes place together with the debit of the rent (price see notice). The fee for cable TV does not include radio and television fees. Registration must be carried out by the resident himself. For an Internet connection in the room there is a one-time fee of 65 EUR.
  9. Garage and parking spaces:
    Parking spaces / garages for cars are allocated by the secretariat every semester, subject to availability. The debit is made with the rental debit (for prices see the notice). The cleaning of the snow around the parking lots is done by the parking lots’ tenants. Parking in dormitories Karwendel 1 and 2 is possible only from 1.10. until 30 June of the following year, from 1.7.-30.9. it must be evacuated.
  10. Bicycles and motorcycles:
    At the conclusion of the user contract, the secretariat must report if a parking space is required for a bicycle or motorcycle. There are certain spaces for storing bicycles and motorcycles. Each bicycle and motorcycle must be labelled with a label (available at the WIST office). Bicycles and motorcycles that are not labelled or have not been properly parked will be confiscated (the number is noted for motorcycles) and will only be issued after paying an administration fee of €10. Damage caused by improperly parked vehicles will be deducted from the warehouse.
  11. Registration and cancellation must be done by each resident at the town hall within 3 days, registration forms are available in the WIST office.
  12. The doors of the room must be locked even if you leave the room only for a short time, otherwise any existing private insurance will not be responsible; WIST certainly rejects this. Existing household insurance policies for parents can be adjusted during their stay in the hostel, in agreement with the insurance company. Entrance doors in buildings must not be locked with stones or similar objects or kept open.                Furniture: Smooth surfaces should not be treated with cleaning agents or tampons. Candles can not be lit in the entire complex of buildings. We emphasize that most of the rooms are equipped with fire detectors. In rooms with a kitchenette in particular, please be cautious when cooking, since we have to pay the costs of a false alarm.
  13. Roller:
    The use of roller skates (inline skates, roller blades, skateboards, etc.) is strictly prohibited in all dormitories.
  14. The smoking ban applies to communal kitchens as well as to the entire dormitory.
  15. Parking regulations (separate stop) for cars and other vehicles must be observed.
  16. WIST assumes no liability for any valuables, money and objects brought by the inhabitant into the home.
  17. Reportable diseases and infectious diseases of childhood (rubella, mumps, measles, …) should be immediately reported to the management of the home.
  18. Time limits:
    There are separate deadlines for applications for subsequent stay for the next academic year, which are announced at the beginning of the summer semester and must be respected.
  19. Teaching the room:
    The room must be handed over personally after predetermined agreement with the WIST office. Make sure that the full key set is returned. In case of improper delivery, we reserve the right to request a cleaning fee or replacement to repair the damage.
  20. Repayment of the security:
    If the contract is properly terminated, the deposit will generally be refunded within 6 weeks of the conclusion of the user contract. The deposit will be transferred to your account, only after that the account can be closed. Failure to comply with the costs incurred must be borne by you. A special regulation applies to the reimbursement of deposits for students abroad (see opinion picture).
  21. Serious or repeated violations of your home rules and policies can result in the loss of your place of residence. Residency decisions are binding on all residents. The provisions of the rules of the home must be observed by all residents. Complaints of all kinds can be directed to the hostel committee, the dorm speaker or the president of the WIST organization, Fürstenweg 174.

  • Damage:
    Any damage found must be recorded by the resident in the respective repair book (date, room number). The burnt bulbs can be exchanged free of charge for new ones (secretariat or registration in the repair book).
  • Account:
    Please set up a debit order with a direct debit authorization (sufficient overdraft facility) for WIST at a financial institution of your choice immediately after receiving the confirmation of your home placement. A copy of this debit order must be sent in writing to WIST within the above deadline.
  • Handling of mail: The post office is deposited at the reception without liability or entered in the mailboxes (if available). Please do not take newspapers that are not personally intended. (newspaper subscriptions).
